Andrés Terán

Andrés Terán is a founding partner of HEKA and leads the firm's Data Protection, Technology, Cybersecurity, Telecommunications and Space Law practices. Over more than fifteen years, he has advised domestic and international clients across highly regulated sectors such as telecommunications, energy, entertainment, finance, hospitality and insurance, with a particular focus on digital business, regulatory compliance and the disruptive technologies now reshaping those industries.

In the data protection field, he also acts as an outsourced data protection officer designated for a number of clients.

He founded and leads HEKA's Space Law practice, the first of its kind in Ecuador, through which he advises on space regulation, licensing and investment structuring for space infrastructure, as well as on financing structures for projects in the space industry, having led and made viable major strategic projects for the Ecuadorian State. He is a founding member of Mission Tibidabo, the leading international network of lawyers specializing in space law, through which he collaborates closely with the world's leading firms on major international projects. His experience in this field is reflected in the Ecuador chapter of the Chambers Global Practice Guides, Space Law 2026, which he authored.

At the institutional level, he also directs HekaTech, the firm's technology unit dedicated to the technification of legal processes, through which he integrates technology into everyday legal practice.

His commitment to the sector extends beyond the firm, as he sits on the board of several companies and chairs Fundación Sideralis, an organization that promotes knowledge of the space industry and capacity building in Ecuador and Latin America.
